That's the water torture chamber in the sub-level 4 basement of the Jail behind Hannah's.  How did you get a photo of that?  That's top secret with a four zero clearance rating.  Whoooboy, heads are gonna roll if this becomes public knowledge.  HB, I'd advise you to ask everyone to swear an oath of silence on this one.  I know nothing of course.

I haven't seen the sign by the tower before.  That's interesting.

As for the new picture, my first instinct was the talking bucket by the railroad, but I know that's not it.  Hmmmm...  Do they still have the talking bucket?
