how about we not worry about going up at all...we just dig a tunnel through the hill and POOF....we now have an emergency exit for the cave!

Or, they could just blast open a few extra rooms in the cave, and reroute the tour so that everyone exits by the Saloon Show. Then they could just move the red cable cars to cardiac hill, and knock out two birds with one stone.
