I believe this is on the Riverfront Traders store not the Dugan Trading Co.  The Riverfront Traders is in between Dugan Trading Co. and the Jim Owens water fountain barrel.  It was more of a ocean treasure and trinket shop and not clothing.

Since this could literally be anywhere, I'm going to guess that it is in that area with the random queue line across from WF. (If I'm right you'll know what I'm talking about but I'm probably not anyway )
